  • Transport Integration Act

    The Transport Integration Act 2010 is the guiding legislative framework for VicTrack and the entire transport portfolio.

    As well as ensuring integration and sustainability are core principles of Victorian transport agencies, the Act aims to align corporate planning to Department of Transport and Planning strategic priorities.

    Requirements under the Act

    The Act requires that all decisions affecting the transport system be made within the same integrated decision-making framework and support the same objectives, and:

    • introduces a core focus on an integrated and sustainable transport system
    • sets out objectives for the transport system including economic prosperity and environmental sustainability
    • recognises the importance of coordinated transport and planning
    • sets out decision-making principles and processes
    • recognises the role and responsibilities of all transport agencies including V/Line and VicTrack
    • acknowledges the role of 'interface bodies' impacting on the transport system including the Department of Energy, Environment and Climate Action, the Growth Area Authorities and local government


    Functions of VicTrack under the Act

    VicTrack is one of the key transport agencies recognised under the Act and its roles as a transport corporation are defined as primarily to support the transport system, for other purposes which support government policy and for commercial gain if the development or use will not compromise the current or future transport system.

    The functions of VicTrack under the Act are to act as custodian of transport-related and non-transport related land and assets and other functions that include providing access to, and maintaining, non-operational land for:

    • walking and cycling uses
    • tourist and heritage rail operations
    • granting leases for business and community uses
    • managing graffiti, vandalism and litter to improve public safety and amenity
    • managing fuel build to reduce the likelihood of fire
    • delivering a program of land remediation to improve the condition of land and allow for its future use

    VicTrack also has a role to provide strategic advice to the Department of Transport and Planning; and the Department of Energy, Environment and Climate Action in relation to environmental aspects of sustainable land management, to develop a telecommunication network and services to support the transport system, maintain data in respect to transport-related land and assets and promote the sustainable development of land not required for the future development of the transport system.

    The Act also states that in performing these functions VicTrack should engage with stakeholders to ensure better outcomes for all Victorians, conduct research relating to the performance of its functions and efficiently deal with any complaints relating to the performance of its functions.

    • delivering an efficient, timely and reasonably-costed process for disclosing information.

    FOI Statement 1 - Organisation and functions
    As the state’s public transport asset owner, VicTrack holds a diverse portfolio of property, rail and telecommunications assets. We are a statutory corporation established under the Transport Integration Act 2010, and a state-owned enterprise with an independent Board, which reports to the Minister for Transport Infrastructure, the Minister for Public and Active Transport and the Treasurer. 

    Since we began in 1997, we’ve remained largely self-funded as the owner of Victoria’s railway land and associated infrastructure, and much of its rolling stock via Rolling Stock Holdings. Our assets are primarily leased via the Department of Transport and Planning to Victoria’s rail and tram operators, who are responsible for public transport services and ongoing management of the assets.

    The telecommunications infrastructure that underpins our transport network is operated by VicTrack and leveraged to deliver telecommunications services to other government agencies.     FOI Statement 2 - Categories of documents and document types
    VicTrack creates a large number of documents and records in the course of its work. VicTrack uses HP Content Manager (HPCM) to classify, store, access and manage its records. 

    VicTrack’s records are organised in HPCM by subject and type (document, contract, enquiry, etc.), and filed by business unit and subject matter. They are managed in accordance with VicTrack’s record management policy, and standards issued by the Public Record Office of Victoria under the Public Records Act 1973.

    Some categories of records/files include:

    VicTrack is committed to the aims and objectives of the Public Interest Disclosures Act 2012.

    We do not tolerate improper or corrupt conduct by our employees or officers, nor the taking of reprisals against those who come forward to disclose such conduct.

    We recognise the value of transparency and accountability in our administrative practices, and support the making of disclosures that reveal improper or corrupt conduct, or reveal taking of reprisals against those who come forward to disclose such conduct.

    We will take all reasonable steps to protect people who make such disclosures from any detrimental action in reprisal for making the disclosure. We will also afford natural justice to the person who is the subject of the disclosure.

    How do I report an allegation?

    There are a number of avenues available to report an allegation.
