VicTrack supports this right by:
- making information about VicTrack's operations available to the public
- making all rules and information about practices available to those affected by them
- facilitating a general right-of-access to documents held by VicTrack (this access is limited only by the proper application exceptions and exemptions provided for under the FOI Act).
- delivering an efficient, timely and reasonably-costed process for disclosing information.

Part II Information Statement
The FOI Part II Information Statement outlines VicTrack’s role, and makes it easy to find information about VicTrack’s key services and functions. It sets out what information is available to the public, and reduces the need for you to submit requests under the FOI Act.
FOI Statement 1 - Organisation and functions
As the state’s public transport asset owner, VicTrack holds a diverse portfolio of property, rail and telecommunications assets. We are a statutory corporation established under the Transport Integration Act 2010, and a state-owned enterprise with an independent Board, which reports to the Minister for Transport Infrastructure, the Minister for Public and Active Transport and the Treasurer.
Since we began in 1997, we’ve remained largely self-funded as the owner of Victoria’s railway land and associated infrastructure, and much of its rolling stock via Rolling Stock Holdings. Our assets are primarily leased via the Department of Transport and Planning to Victoria’s rail and tram operators, who are responsible for public transport services and ongoing management of the assets.
The telecommunications infrastructure that underpins our transport network is operated by VicTrack and leveraged to deliver telecommunications services to other government agencies. Information relating to VicTrack’s organisation and function can be found at various locations, including this website and online publications.
FOI Statement 2 - Categories of documents and document types
VicTrack creates a large number of documents and records in the course of its work. VicTrack uses HP Content Manager (HPCM) to classify, store, access and manage its records.
VicTrack’s records are organised in HPCM by subject and type (document, contract, enquiry, etc.), and filed by business unit and subject matter. They are managed in accordance with VicTrack’s record management policy, and standards issued by the Public Record Office of Victoria under the Public Records Act 1973.
Some categories of records/files include:
- policies, procedures and standards
- briefings and reports
- registers
- correspondence
- financial records
- photographs, images, and multimedia objects
- maps and plans
- annual reports.
VicTrack also holds former employees’ records. You do not ordinarily need to make an FOI request to access these records. Please contact People and Culture in the first instance and they will forward your request to the appropriate person.
FOI Statement 3 – FOI arrangements
Under the FOI Act, you have the right to request information and access documents about your personal affairs and the activities of VicTrack. Access to documents may be obtained through a written request to the Freedom of Information Officer as detailed in section 17 of the FOI Act. The request must:
- be in writing
- identify as clearly as possible which document is being requested
- be accompanied by the appropriate application fee ($32.70), which may be waived in certain circumstances.
