Major transport projects

As rail infrastructure and land owners, VicTrack is an integral partner in delivering many of Victoria’s major transport projects, including significant projects under Victoria’s Big Build. 

We play a broad range of roles across projects delivered by the Victorian Infrastructure Delivery Authority (VIDA), including the Metro Tunnel Project, Regional Rail Revival, the Level Crossing Removal Project, the West Gate Tunnel Project and North East Link, ranging from managing telecommunications infrastructure to project delivery. 

To coordinate our work across these major projects, we have a dedicated major transport projects team. Our team has expertise spanning all disciplines that impact rail land, infrastructure and telecommunications networks. 

The team provides ongoing support across the Big Build including extending, relocating and upgrading the VicTrack telecommunications network, and providing important land management, environmental approvals and advice to reduce the impact on VicTrack-owned land affected by the projects.

  • Level Crossing Removal Project

    VicTrack is an essential partner in the Level Crossing Removal Project (LXRP). 

    We provide essential telecommunications services at each project site to enable the crossing to be removed and install telecommunications equipment to support signalling and operational control systems, often as part of a new station build.

    Without this work, the level crossing removals could not happen.

    On all LXRP works to date, we have consistently delivered our services on time and on budget. 

    Case study
    In one example we worked with the Southern Program Alliance to remove eight crossings along the Frankston line and completely rebuild five stations. 

    Part of this package involved level crossing removals at Station St and Eel Race Rd, Carrum, a new separated crossing at McLeod Rd, and a new Carrum Station.

    VicTrack:

    • relocated existing fibre and copper infrastructure, enabling earthworks, and construction of the elevated train line and new Carrum Station without disruption to train services or VicTrack’s wider telecommunications network

    • installed and commissioned new dark fibre and managed signalling services, substation phone and SCADA services, which are critical to the safe and efficient operation of train services including monitoring and redundancy services if the network goes down

    • delivered OCS services — such as station phone, lifts phones, myki ticketing services, security and CCTV and WAN (internet) services used by Metro Trains to communicate with control centres and other stations –to several locations along the Frankston line, including at Carrum Station.

    An important part of our work on these projects involves ensuring our vital telecommunications assets are protected, upgraded, extended or relocated according to the needs of the project, as well as the needs of rail operators and commuters. 

    Our land management responsibilities include enabling projects to access railway land and advising on environmental land management requirements.

    VicTrack is also supporting the Regional Rail Revival program by providing expert advice on design and management of rail land and relocating telecommunications assets.

    We have worked on projects including Bendigo Metro 3, level crossing upgrades on the North-East Line, and a car park extension at Cobblebank.

    VicTrack was engaged to manage design and construction of major upgrades to Donnybrook and Wallan stations as part of the Regional Rail Revival program.

    The project delivered train platform extensions, increased parking and improved access and safety, helping to ensure rail infrastructure keeps pace with growing patronage in two of Victoria’s fastest-growing areas.

We are a state-owned organisation with an independent Board. We are the owners of Victoria’s transport assets, and work alongside

Most of our railway land, assets and buildings are leased to the public transport operators, and they are responsible for maintaining the assets leased to them.
