VicTrack manages applications to build new, or change existing, utility services on our land or adjacent to our infrastructure.

These works include:

  • installation and maintenance of oil, gas, water, stormwater and other pipelines
  • installation and maintenance of electricity and telecommunications cables (including fibre optic cables)
  • construction and maintenance of earthworks (including reforming drains, constructing levy banks and occupational crossings)
  • construction and maintenance footbridges and underpasses
  • attachments to tram poles
  • installation and maintenance of groundwater monitoring wells

How to apply

You can apply to install utilities and services in three easy steps, as outlined below. The entire application process can take from 3 to 12 months.

Our application fee is $3060 + GST* for rail crossings per proposed asset and is non-refundable. Please read the section called 'application process' below for information about possible additional costs.

  • Step 1: Prepare your drawings

    It is important that you send us detailed drawings with your application form. 

    These detailed drawings must: 

    • show all works occurring within VicTrack land.

    • be as shown in the following sample drawings for:

    - underground services
    - overhead services

    • be compliant with the Design Requirements and Guidelines and the Overhead Works Guidelines

    • include VicTrack file references, as per the Sample Drawing. Please email services@victrack.com.au with preliminary drawings showing the location of proposed works (GPS coordinates at each end of service crossing if possible) to obtain these references

    • show all existing services within VicTrack land (once confirmed and depthed on-site) in the vicinity of proposed works.

     

    Please note the following general requirements:

    • All proposed service crossings under rail tracks are to be:

      - at least 2m below the tracks
      - encased (VicTrack boundary to boundary) in encasing compliant with the latest version of AS4799.

    • No pits or access points are allowed within VicTrack land.

    • Boring is strongly preferred over trenching through rail tracks.

    • VicTrack land not used for rail operation will be subject to the same conditions and requirements as regions under active rail operation.

    During Phase 1 of our process, you will be sent an invoice for $3060 + GST. This fee is non-refundable and must be paid before the completion of Phase 1 before we progress to the next phase.

    • Phase 1:  VicTrack internal review
    • Phase 2:  Independent compliance review (refer to the Compliance Review Guideline for more details)
    • Phase 3:  Head TfV approval, and rail or tram operator review
    • Phase 4:  VicTrack licensing of the asset, followed by arranging site access with rail operator prior to commencing works. In some cases, there may be additional negotiation and settlement if the licensee requests changes to the license. This additional negotiation is at the licensee’s expense.

    During the process, we review your design drawings, consult internally and externally, and prepare, draft and execute any required licences.

    The entire process can take from 3 to 12 months to complete depending on the complexity of the project and other land use and operational considerations.

Our role

We are a state-owned organisation with an independent Board. We are the owners of Victoria’s transport assets, and work alongside

Most of our railway land, assets and buildings are leased to the public transport operators, and they are responsible for maintaining the assets leased to them.
