  • Change Manager

    About the role

    The Change Manager provides expertise to embed effective change management practices across transformation initiatives at VicTrack.

    This role is responsible for implementing the enterprise change management framework, ensuring clear guidance on when and how change is delivered, and building organisational capability through tools and coaching.

    As a technical practitioner, you will lead the design, development, execution and evaluation of people‑centred change strategies that support priority projects.

    Working closely with project managers, sponsors and senior leaders, you will provide specialist advice on the people impacts of changes to processes, systems and technology.

    About the role

    The Group Manager Assets and Capital Delivery leads and is responsible for asset lifecycle across VicTrack’s non-operational property and infrastructure assets, including land, buildings and structures. 

    The position supports and ensures assets are safe, compliant, fit-for-purpose and aligned to operational and commercial requirements through data informed lifecycle and renewal planning.   

    The position oversees and partners in the delivery of capital projects and maintenance programs as a core function of the Property Group and works in partnership with other Property functions to scope, cost and deliver projects that support operational performance, commercial outcomes and long-term asset sustainability.

    Through collaborative leadership and meaningful stakeholder engagement, the position provides trusted and expert advice on land management and tenure matters and supports land and property transactions.

    The Group Manager, Property Operations, Freight & Leasing leads and is accountable for the performance of VicTrack's operational property portfolio, driving revenue outcomes while ensuring safe, compliant and effective service delivery.

    The role provides leadership across the leasing, licencing, freight access and operational interfaces, with accountability for embedding operational risks, constraints and opportunities into investment, development and asset lifecycle decisions.

    The position oversees lease and license administration and management, including renewals and rent reviews, contract and vendor performance, incident and compliance management, and identification of revenue optimisation opportunities.

    It also manages freight access and third-party interfaces, maintains Rail Infrastructure Manager accreditation, and ensures rail safety systems, standards and practices are effectively embedded across network operations.

    Through strong leadership and stakeholder engagement, the position ensures operational excellence, regulatory integrity and value optimisation across VicTrack’s property, utilities, services and freight activities in alignment with organisational objectives.

    This role leads the central compliance function to drive legal and regulatory compliance across VicTrack’s business delivery.

    About the role

    This role is a key member of the Legal & Compliance Team, responsible for providing strategic privacy advice to VicTrack’s Executive and senior leadership and ensuring the organisation meets its statutory privacy obligations.

    The position leads the development and implementation of VicTrack’s privacy function, oversees the management of personal information across its full lifecycle, and acts as a central point of expertise for privacy risk, incident response, and regulatory engagement, in close collaboration with Legal and Compliance team members and business areas of VicTrack.

    In addition, the role plays a critical part in strengthening VicTrack’s corporate governance environment by managing the organisation’s decision-making structures, delegations of authority, procedures, policies and governance instruments.

    The role is critical for ensuring that delegations and decision-making policies and protocols are consistently applied across the business.

    The role combines strategic advisory capability with hands-on operational delivery to uplift organisational maturity in both privacy and governance practices.
